Character Spotlight #30-Delgado (#3 Villain Series)
In this Character Spotlight, learn about Delgado and Steve Wilcox, the voice behind Delgado.

Meet Delgado
Delgado is a 44-year-old native of Akila City who was born into a wealthy family but turned to crime early in life. His parents eventually exiled him in an attempt to correct his behavior, but the plan backfired. Instead of straightening out, he leaned even harder into criminal activity. His defining moment came when he stole a cargo ship, which earned him entry into the Crimson Fleet. Over time, he climbed its ranks and ultimately became the Fleet’s leader.
As a commander, Delgado is clever, shrewd, and calculating. He keeps a tight hold on the organization while still allowing its pirates the freedom they need to operate effectively. His main obsession is finding Kryx’s Legacy, a legendary treasure tied to the Fleet’s founder. He believes its discovery will restore the Fleet’s former power and unite the various pirate captains.
You first encounter Delgado aboard The Key, the Crimson Fleet’s headquarters, and depending on your choices during the questline, he can end up an ally or an enemy you confront directly.
Meet Steve Wilcox
Steve Wilcox is a seasoned American actor and voice over specialist whose career spans decades across video games, film, and television. He studied theatre (notably at UCLA) and later moved into screen acting and voice work, eventually establishing himself as a reliable character actor with a deep, versatile voice that fits a wide array of roles.
In gaming, Wilcox has been credited in many notable titles. Besides voicing Delgado in Starfield, he provided voices for a Male Raider in Fallout 4 (2015), additional voices in Uncharted 4: A Thief's End (2016), character and wastelander voices in Saints Row (2022), and voice contributions to the Call of Duty: Ghosts (2013) and Call of Duty: Black Ops II (2012) franchises, among others.
Before his video game voice work became prominent, Wilcox also built a résumé in film and television. He appeared in movies such as American Me and Gang Related, and worked on various projects including international films and TV series, showcasing acting range beyond just voice overs.
What stands out about Wilcox is his adaptability whether it’s grizzled pirates, futuristic raiders, or generic NPCs and background voices, he seems to mold his delivery to each role’s tone. As Delgado, that versatility helps deliver a pirate leader with weight, menace, and cunning — making the character far more memorable than generic baddies.
