Cargo Reconsidered - Patch - Varuun Technical Institute

This patch file adjusts the stats of the cargo halls added by "Varuun Technical Institute Ship Habs," to match the changes made to vanilla ship parts by the main "Cargo Reconsidered" file. Obviously, it requires that you be using VTI. As well, while it doesn't technically require the main "Cargo Reconsidered" file (or, alternately, the "Cargo Reconsidered - Patch - Better Ship Part Flips" file), it wouldn't make much sense to use this without it.
