Discharging firearms in settlements while not in combat causes NPCs to panic and is considered a crime.

Description While you're in a settlement and not in combat, discharging firearms near NPCs now causes them to panic and is now considered a crime. Mining Cutter won't startle NPCs. NPCs at the Akila City and Cydonia shooting range won't be startled. Commanded NPCs, companions, and people who have positive disposition towards you are not affected. Created using official xEdit release.

Q: Will I get bounty for fighting bad guys? A: From the mod description: "While you're in a settlement and not in combat, discharging firearms near NPCs now causes them to panic and is now considered a crime."

Q: I went up to a tower to be a sniper and missed, but nobody cared. A: I can't determine what you were trying to shoot at and how much you missed. This mod only checks how close you are to NPCs when you shoot your gun.

Q: I shot my gun far away before shooting near an NPC and they didn't react. A: The game only sends the event for weapon fire like once a minute, so if you shot your gun far away from NPCs before shooting near them within a minute, the game won't catch that.
