Cargo Reconsidered - Patch - Watchtower

This patch file adjusts the stats of the "Watchtower" cargo halls, to match the changes made to vanilla ship parts by the main "Cargo Reconsidered" file. Obviously, it requires that you be using "Watchtower." As well, while it doesn't technically require the main "Cargo Reconsidered" file (or, alternately, the "Cargo Reconsidered - Patch - Better Ship Part Flips" file), it wouldn't make much sense to use this without it.
