Tactical Stun Knife

Adds a Stun Knife into the game that can be modified to deal EM damage to enemies.
Can also be modified to automatically knock out any enemy in one hit.
The weapon can be purchased from vendors or be spawned in through the console.
Modeled after Snake's Stun Knife from Metal Gear Solid 4.
