Improved Water Splash Effects

Improvement to the vanilla water splash textures.

I noticed some water splashes in Neon where the splash itself seemed too white/grey, a low resolution, and not very transparent. I decided to give these textures an improvement.

Edited textures make splash effects sharper and transparent. They will not be near invisible but will definitely not be vanilla.

Technically, these textures are "liquid" effects; however, I have not found anything using these textures besides water. Blood and lava have their own named textures, which I do not cover here.

Since it was hard to get some good screen captures, please see the gifs below for an example of what the mod does.
