Baka Free Legendary Rerolls

This is a small mod that just removes the credit cost with rerolling legendary modifiers, applying Tier 4 Legendary mods, and upgrading to T5+ weapons and armor. Basically, if it costs X-Tech and Credits, now it only costs X-Tech.
