Starfield: Now with Competent Companions and Spicier Planets

This mod began as a personal compilation to refine my Starfield experience, and I'm now sharing it for others who may enjoy similar changes. It overhauls the perks for all crew members, both generic and elite.
I've elevated all generic crew members to a 3-star rating, believing their "specialist" titles should reflect a higher level of competence than the base game's 1-star rating. This makes them more valuable additions to your crew, as they are now truly capable in their respective fields.
The elite crew members have also received a comprehensive perk adjustment. My goal was to make their abilities feel more thematic and impactful, fitting for their unique characters and backstories. The one exception is Vasco, whose perks I've made arguably overpowered. My reasoning is simple: as an exploration and ship robotics companion, his programming would allow him to perform his duties with perfect efficiency. Therefore, his perks now make him the ultimate shipboard companion, capable of excelling in both starship operations and providing limited, but flawless, ground support.
Additionally, this mod introduces changes similar to those found in mods like "Royal Enemies" and "Unleveled/Uncapped Planets." This means you can expect to encounter a more diverse and challenging universe, where enemy strength and planet resources are no longer artificially capped, creating a more dynamic and less predictable exploration experience.
