Simple Mission Boards Anywhere (No Achievements)

Simply allows building mission boards inside spaceships.
I heavily recommend checking out senter.pat's 'Outpost Mission Boards' which has great features and does something similar.
This creation is a simpler version, it removes the rule of not being able to build mission boards inside ships, in addition to removing the text overrides for full localization compatibility. Allowing the player to start random quests even from space!
