Doc's Huygens IV planetary tweaks

Anyone who recently purchased a Castle on the lovely planet of Huygens IV...or maybe just enjoys building outposts, or even going for a casual stroll on Huygens IV, but found the less than ideal planetary environment to be offputting, this is a VERY small tweak from the CK to provide the planet with standard Atmosphere, Pressure, Magnetosphere, and Safe Water. (I hope)
