True CCTV adds over 400, hand placed, crime reporting CCTV cameras to the settled systems. Found in all major, and some minor, locations these cameras are able to detect and report any crimes they see to their relevant crime faction. These cameras and control terminals have been meticulously placed in locations that make sense and enhance the game.

True CCTV aims to revolutionize the way players approach acts of crime in Starfield. While remaining immersive, lore friendly and complimentary to the vanilla game. Gone are the static CCTV cameras that did nothing! Replaced by True CCTV cameras that can detect and report all crimes they witness. As well as control terminals that can be hacked to temporarily shutdown their camera network.

True CCTV aims to add an extra layer to the criminal playstyle without being overbearing. While also adding extra utility and worth to base skills like: Security, Concealment, Incapacitation and Stealth! As well as bringing more worth to a full chameleon set.

Want to head to UC Surplus in The Well to steal everything not nailed down? Better have the security skill to disable the CCTV control terminal then! No easy looting now. Criminals will have to take stock of their environment to make sure they aren't being watched before they commit any crimes or make sure they have the equipment to help conceal their misdeeds

True CCTV does not alter any of the base games stealth mechanics. It changes no variables or values associated with stealth nor does it change any other NPCs behaviors in any way. It is all vanilla except for the cameras and their terminals. This means you can pair it with your favorite stealth overhaul mods if you like!

HOW IT WORKS:

Throughout the Settled Systems you will now find hundreds of active CCTV security cameras. They will detect you and report any crimes they see. This works like any normal NPC that detects you or witnesses a crime.

Cameras will be broken up into networks and linked to a control terminal for each network. These control terminals can be hacked to temporarily shutdown all cameras on the terminals network. The length of the network shutdown will be determined by the players Security skill and a random factor. There is also a minimum and maximum shutdown time per terminal. There is a gameplay option available to increase the length of network shutdowns.

The cameras can be destroyed and will respawn in 6 in-game hours. They can also be disabled for a very brief time with a strong enough hit from an EM weapon. They also have a few fines associated with damaging or destroying them.

There are two types of CCTV Cameras:

  • The 'PTZ' Camera has a 140 degree viewing angle and will pan side to side at a steady rate. It can see in dim lighting, through high level concealment in a bright enough environment and is quick to pickup movement and sound. It has a very high health pool and a reasonable EM resistance. It comes in two styles: A wall mounted version and a ceiling mounted version.
  • The 'All Eyes' Camera has a 360 degree viewing angle. It can see in the dark, through high level concealment and sees all movement and hears all sound*. It has an enormous health pool and a strong EM resistance. It comes in a wall mounted style. *None of these cameras can see through walls.

There are two types of CCTV Control Terminals:

  • Local Control Terminals. These terminals will range from unlocked to master lock level. They will generally be linked to a smaller network of cameras. Most often found in one primary location like a store, office or private residence. They come in two styles: A wall/armature mounted terminal and a small desk terminal.
  • Master Control Terminals. These terminals will always be master lock level. They control a large network of cameras. Usually found in the security office of local law enforcement. They come in one style: A large desk terminal.
  • There is a gameplay option to lower or increase the average lock level of all control terminals

Disabling the cameras can be done in a few ways:

  • Disable by hacking the network. Hack the linked terminal and shutdown all cameras on its network temporarily.
  • Disable them with EM weapons. A strong enough EM hit can disable an individual camera for a very brief amount of time. PTZ Cameras will disable for 5-30 seconds and All Eyes Cameras will disable for 5-15 seconds. The in-game EM knockout meter will properly reflect their down time.
  • Destroying them. True CCTV Cameras have a very high health pool but can be destroyed by high level players/weapons. If destroyed in more than one hit you will be fined 5000 credits. They will respawn after 6 in-game hours and once the player has left the location.

There are custom fines associated with the cameras:

  • A 100 credit 'Suspicion of tampering' fine. If you hit a camera with a non-EM hit it will pan to you and fine you 100 credits for suspected tampering.
  • A 2500 credit 'Suspicion of reckless damage' fine. At 5 hits the fine will increase to 2500 credits per hit.
  • A 5000 credit 'Suspicion of destruction of protected property' fine. This fine will be applied if the camera is destroyed in more than 1 hit.
  • The first non-EM hit to a camera will incur no fine. A cameras hit count will only reset when it is destroyed. If the camera, another camera or NPC witnesses you hitting the camera you will be fined (default) 650 credits and if others witness you destroy a camera you will be fined (default) 15000 credits! Security services take damaging/destroying their cameras seriously! All fines will be applied to the cameras relevant crime faction.
  • When cameras detect being tampered with several times they will flag the player for trespass and fine them 350 credits. You have 5 hits before you will be flagged for trespass. These hits can be EM or non-EM hits. EM hits only have a 5% chance of being counted. Non-EM hits will always count. The hits tally together.
  • If you are completely invisible cameras will never know who hit them

Gameplay settings:

  • CCTV Network Disable Time Multiplier. Adjusts the length of a CCTV networks disable time when hacked. 1x, 2x, 3x, 4x, 5x. Can be adjusted at any time.
  • Average CCTV Terminal Lock Difficulty. Change the average lock difficulty of CCTV Control Terminals. Easy = more unlocked & novice terminals. Default = mostly novice & advanced terminals. Hard = more advanced & expert terminals. Extreme = more expert & master terminals. Can be adjusted at any time.

Load order/Possible conflicts:

  • Some location overhaul mods may cause issues. I recommend putting this mod after those mods in your load order. Really the only thing this mod changes is adding the cameras and terminals to the world. If you have any conflicts with mods like this let me know.
  • There are a couple of master terminals that I had to disable/move some clutter items for. Once again if another mod edits these cells you may see some small items clipping a couple of the terminals but that is all.
  • The mod also disables all static cameras in the game. When you see a camera (in a non mission critical area) I want you to know its a True CCTV camera.
  • In short move the mod lower in the load order if you face any issues.

Added this mod because the premise sounded great. Forgot I couldn't "borrow" the unique book with an Earth's location in the MAST building without being caught red-handed. I have to be more creative now in my approach unfortunately. The cameras are everywhere in named locations you may not even realized. Causes you to become cautiously aware at all times for what to look for before committing a crime. The settings are customizable regarding the difficulty of hacking them and how long they stay disabled. It's a great mod to add tension and preparedness before committing to criminal acts in cities and towns.
