Hand Scanner Boost

Gives a small boost to the Hand Scanner, updating the range at which you can scan things. Helpful for avoiding approaching some nasty predator.
Changes two settings:
fHandScannerBaseRange to 200 (default 50) fHandScannerScanRange to 110 (default 10)
