Old Earth Weapons Shop: New Atlantis

Adds a new shop to New Atlantis between the Archives and the Lodge.
This shop exclusively sells Old Earth Weapons and Ammo! The old Earth weapons are all level dependent and will update as you level up. It comes with a new building with interior. In the shop you will also see the custom NPCs that were created as the crack Procurement team!
I have plans to keep updating this mod and expanding on the new NPCs for now.
