Player Belongings
When starting a new game, the player gets a set of items corresponding to their background.
Selection
Belongings are selected according to the player's skills and background, independently. For instance, an Explorer gets four sets of items: Lasers, Astrodynamics, Surveying, and Explorer.
Balance
Chems and miscellaneous items are typically static. Weapons and armor are typically leveled. There is a small chance of getting some higher level weapons than you would get from loot rolls at level 1.
Outfits
If the player has no outfit or is wearing the Argos Extractors jumpsuit, a themed outfit will be chosen after Belongings are selected. Outfit selection is performed according to Skills or Backgrounds. There are four Themes: Combat, Explorer, Worker, and Formal.
Installation
Vanilla Start (Vectera)
After completing Character Generation, a side quest will prompt you to visit your Locker to get your items. Items are automatically equipped upon retrieval on Vectera.
Alternate Starts
After completing Character Generation, your Belongings are added to your inventory as a consumable. Using the consumable adds your items to your inventory directly.
Ongoing Games
If Starter is installed mid-game, your belongings will be available on Vectera. Only Background items are available mid-game, but they level to the player in most cases.

New Game Plus
No items are granted in NG+.
Compatibility
Starter is generally compatible with everything. Gear added by mods may or may not be included depending on how it is injected into leveled lists.
Notes
Fully custom backgrounds would result in only receiving Skill items. Modified backgrounds that change which skills are received would behave as expected. All tier one skills are counted without an upper limit, and no skills above tier one are counted.
