Vanguard Tempest missile launcher fix

Have you ever finished "Grunt work"; and then ran to the space port, excited to get your new Vanguard weapons...only to find out that the missile launcher is a complete dud? Well, this fixes that. All vanilla meshes, animations and assets. This is only a minor variable tweak. The damage, fire rate and range has been given a minor boost. I changed the power usage from 6 to 2 in order to bring it in line with the other Vanguard weapons. You can now install 6 of these bad mo...shut yo mouth! But I'm just talking about the missile launcher. small .esm

I would recommend putting this somewhere at the top since its just a light variable tweak; but its your load order. Do as you see fit.
