Targeting Rank 4 Disarm Effect Fix

The disarm effect of the Rank 4 Targeting Skill has a level cap of 100. For most players, this won't be an issue, however if a player is using a level scaling mod such as Dynamic Universe or Darkstar, the effect stops functioning because every enemy will eventually be over level 100. The annoying part is that every time you shoot an enemy without aiming, the player will receive a notification in the top right corner that says that the target is too powerful for Rank 4 Targeting every single shot.
This mod sets the max level for the disarm effect to 999.
