The mod is simple, it makes full-auto a viable way to play compared to semi-auto, which in vanilla game balance is so much better it just completely obsoletes full-auto and renders it purely an RP choice that gimps you. On higher difficulty settings this limits playstyles and breaks immersion. I did not make the damage the same, as in real life. I understand there are RP and balance concerns to respect.
Your full-atuo weapons will now do significantly more DPS at the obvious expense of controlling the weapon and ammunition concerns. Melee weapons have been slightly buffed, as well.
Keep in mind that this will also apply to enemies. Use cover because exposing yourself to a high-tier enemy in a camp or dungeon can lead to almost instant death now that full auto weapons hit significantly harder.
As for the tier balancing I simply adjusted the total damage multiplier for some of the lower tier weapons to make them closer to higher tier ones at the same level. For example, the tier maelstrom that drops when drumbeats start dropping will be close in damage while the next tier up that drops when AA-99s start dropping will be similar in damage.
I made an effort to preserve the meta so it still will match what the community considers to be the best guns for the level as I think preserving the developers intended design and community concensus around balance is important even in a single player game. Your mid game Beowulf is still going to be best... just not by a mile.

Last updated prior to Free Lanes so keep that in mind if updates are made to weapon balance in that update.
