TN's TechRunner 1.0.2 Hotfix

This is simply a quick hotfix for the duplicate Theft perk in the last version of TechRunner. Since QA can take a while to get updates through, and this was a problem that needed addressing now, this solves the problem now before the next update.
When 1.0.2 of TechRunner comes out, this hotfix will no longer be necessary.
