Negotiator Grenade Launcher mag mods

Adds four magazine modifications to the Negotiator: lobber grenades. All grenade types inflict more damage and travel farther than the default thrown grenades.
- Incendiaries that explode on impact
- Particle grenades, unlocked with Mags 1 research
- Frags, unlocked with Mags 2 research
- A shrapnel cluster, a shrapnel grenade that explodes into 3 smaller grenades. Unlocked with Mag 3 research.
Maybe don't use this for hostage missions.
