Versatile Neuroamps

This expands the effects of the existing Neuroamps in the game so they're more versatile in function. This is not necessarily balanced, but none of them are shockingly powerful. The goal is just to make it so that every build has a reason to use at least one type of Neuroamp.
· NeuroCom - +5/10/15% chances with Diplomacy, Intimidation, Instigation, Persuasion, and Theft. · NeuroTac - Increases critical chance with all weapons and ship weapon systems by +3/6/9%. · NeuroBoost - Increases movement speed, jump height*, and sneaking by 10/20/30%.
*Due to how JumpMult is implemented by the game engine, this will stack higher with other jump height boosts than you'd expect. Amp and Gymnastics rank 4 already act like this in the base game. Because of this, if you combine NeuroBoost 3 (30%), Gymnastics 4 (150%), and Amp (100%), you'll have x5.8 jump height, not the x3.8 that you'd expect.
