Missing Weapon Quality Tiers

Simply adds in some missing quality tiers for weapons, like how the Eon only went upto Refined Tier and not Advanced. It also adds in a new "Superior" tier for weapons to match armor tiers. I also re-balanced some weapon quality tiers which didn't seem to follow any sensible scaling XD
Added pre-fix for tier-5 melee weapons "Fission-slicer", hopefully following their previous melee pre-fix naming scheme (Sharpened, Honed, Quantum-Edged). If quantum-edged wass o sharp you didn't know you were cut until you checked, then fission-slicer is so sharp it can cut even the atoms in two XD
Anyway, feel free to leave suggestions or let me know if i somehow missed a weapon. I won't be adding in weapons added by official creations i don't own. However any weapons added by the DLc should be added when available.
