Starfield Extended - Shields Rebalanced

This mod increases the shield strength of all shields to 400% of what they are in vanilla. I made this because in vanilla, fights are just way too short. With this change ship combat is more engaging and lasts longer. NPC ships don't get blown up before making a single pass. Fights against multiple opponents are now more challenging. It makes early and high level ship combat more enjoyable.
